WHO? 

Voting: Vice Presidents (Council Chairs) from each Leadership Council (Chair to be selected by this body)
Non-voting: President, Past President, President-Elect, Executive Director, 2nd year Directors, Treasurer, Parliamentarian, Chair of the Foundation and Standing Committee Chairs
Liaisons: Representatives from CDE

WHAT?

The Cabinet’s job is program and mission related. The main purpose of the Cabinet is to discuss project proposals generated by the councils in the various disciplines that will enable CAHPERD members to do their jobs more effectively. It is the Cabinet’s responsibility to rank the project proposals, using a single transferrable ballot and send a prioritized list to the BOD for funding. Cabinet members need to have a conceptualization of the organization and a conversation about prioritization to maintain the integrity of all the entities of the organization. It is up to the members of the cabinet to ensure that balance occurs.

WHEN?

The Cabinet meets a minimum of twice a year. [Theoretically, the Cabinet should be able to meet twice a year to prioritize proposals and send them forward to the BOD. For 3-5 years following approval of the restructuring plan, the cabinet should meet more often. ]

COMPARISON WITH THE CURRENT STRUCTURE:

  • The current structure has a House of Regions, a House of Representatives and a House of Delegates. The proposed structure replaces these three entities with the Cabinet (and a host of Leadership Councils with a Chair to represent them on the Cabinet).

  • In the proposed structure, “governance” of the Association is the responsibility of the Board of Directors. However, in a democratic society, there needs to be a balance of powers, so the Cabinet was created. Although the Cabinet can veto actions taken by the Board (as can the General Membership), its main purpose is to discuss and rank proposals generated by the various Councils.
