QUESTIONS and ANSWERS

Question:  Who would determine the need for a council?

Answer: Most likely the Past VP/VP/VP-Elect of a current CAHPERD Division or a Past Chair/Chair/Chair-Elect of a current CAHPERD Section. However, any CAHPERD member could take the initiative to contact the aforementioned leaders and begin the discussion.

Question:  How would the councils get started?

Answer: There are probably many ways. Robin Reese has taken the initiative to work with current and past elementary leaders to begin the creation of a “Council on Physical Education for Children,” modeled after the State Council on Adapted Physical Education (SCAPE) which exists in the current CAHPERD structure. Below is a summary of the steps Robin has taken so far:

  1. Procured a list of all the members with e-mail addresses who checked “elementary” on their CAHPERD membership form as their employment area or interest area.
  2. Received 600+ names - about 140 without e-mail addresses. Created a distribution list.
  3. Contacted the group, asking those who no longer had elementary as an employment or interest area to go to the CAHPERD website and update their member profile and to let me know so I could remove their names. This was well received.
  4. First problem – a myriad of e-mails were returned (many from School Districts whose server treated it as SPAM). Will need to get all section member’s e-mail addresses – this will be time-consuming.
  5. Asked the large group (those who received the initial e-mail) for volunteers to be on a working group to develop the council. Received affirmative responses from 38 enthusiastic members.
  6. Developed a roster, complete with name/CAHPERD District/e-mail/phone numbers and sent it out for inspection and completion.
  7. Developed a proposed operating code, using the SCAPE code as a model.
  8. As soon as the working group is complete, the proposed operating code will be sent out for review and discussion.
  9. Operating code will be finalized via electronic communication, except for controversial issues that need to be resolved in person.
  10. Once the operating code is approved by the working group, it will be sent through CAHPERD channels for approval.
  11. An all-day meeting date and location will be set for the working group. At this meeting, a strategic plan for the 2008-2009 school year will be developed and the first council members will be selected. Workshop dates, locations and host/hostess will be determined. A webmaster will be appointed. A Teacher and Program of the Year Ad-Hoc Committee will be formed. The Council and ad-hoc committees will then begin meeting as stipulated in the approved operating codes.
  12. A budget proposal will be submitted by the Section Chair to the CAHPERD Administrative Committee to defray start-up and first-year expenses.
  13. A Grant Proposal will be submitted to the CAHPERD Foundation and the Vera Johnston Trust to defray first year expenses. The goal is for the council to become self-supporting.

Question:  How would members be selected?

Answer: That would be up to the members of each working group in accordance with their approved operating codes. Current elected leaders would certainly be involved and serve on the first council, if willing.
